The weakest parts of FlashForward are when the FBI investigates leads to find out who is behind the flashforward. The strongest parts are when the nature of the universe and the flashforward are explored. "The Negotiation" sat squarely on the investigative portion and was stupid, illogical, boring all the way through.
The good news is that there's two episodes left and both may not be about the FBI running around like morons. James Callis was crazy-mode for a large portion of the episode as our clueless character tried to interpret what he was saying. Callis sure is acting, but it seems like he's overdoing it on a show where the characters speak in monotones about unimportant things.
