The goal of "The Signs in the Silence," it seems, was to pack as much pathos into a single episode of television, all else being damned. Every contrivance, every discovery directly leads into a scene where the characters try to connect with the girl.
Look how much Bones cares (even though she usually treats people like shit)! Look how much Booth cares! Hear the music! The girl reconnects with her old family!
The episode might have worked if the writers cared to include a thorough plot, but they hastily throw some plot-related scenes which make little sense, give no explanation, and the episode is done.
