Psych is a show which does a complete reset at the end of almost every episode. After the crime is wrapped up, everything goes back to what it was; the characters are the same, the premise is the same, and relationships are the same. It's difficult, then, to cultivate something like a romantic relationship when the writers are reluctant to really shake things up.
The first couple seasons went by without much development for Shawn and Juliet, but obviously Shawn liked her because he hit on her all the time with the only reciprocation being Juliet laughing at all his dumb jokes. In the past few seasons, the writers have amped up their relationship, albeit in very incremental doses. "Extradition II: The Actual Extradition Part," after a stupid and pointless stall, pulls the trigger, and we can assume they went back to Shawn's hotel room. Now that that's over with, let's hope the writers don't pull back and reset.
As for the case itself, it features super-thief Pierre Despereaux who Shawn caught in the fourth season premiere. This time around he isn't the criminal (the one they're looking for, since Despereaux did commit a crime with his escape), although the evidence points to him. Shawn and Gus do their thing and absolve him, saving the day.
